It’s just a small annoyance since it doesn’t affect gameplay so far, but I just noticed that the circles under targeted enemies change color ever second or two.
Yellow - red - yellow - red - etc…

Sounds like a UI corruption. Give this a try and see if it helps at all:
Hey, thank you for looking into this. I reset my UI but the problem persists. Tukui is out of date though, even with the latest download from their site. Maybe that’s where the problem originates from.
Oh and maybe I should specify that this happens only when in combat.
Quit WoW, remove addon folder and then start WoW. If the color continues to shift, then the problem is somewhere within WoW client. If the problem goes away, it is addon issue and not Blizzard’s problem but addon author’s problem.
I disabled addons and the problem persists.
It’s kind of weird that I’m the only one with this problem.
Did this ever go away for you? Happening to me as well and followed all the tips. Didn’t work.
I just concluded it was a feature in it’s infancy because then they were cycling color much faster and with more fluidity. It looked neat so I assumed it was the new normal. I did not notice if it’s still happening. But I’ll check later.
Update.
I keep forgetting to look lol. But I did check once and the colors were not pulsating. But I remember they were for many months during BFA. And I think I saw them pulsating once in SL but I’m not 100% sure.
EDIT : It came back. Then it was gone again.
