Circle around cursor?

Can anyone tell me if this is an addon that puts this circle around the cursor? If not an addon, how do I do it?

Check out CursorTrail too. It does shapes, shadows, flashy FX, and you can have up to 3 different layers of any of those things.

Ya, that has a bit more customization. Cursor trails too (flashy FX).
