Dreamwalk is to be unlocked as soon as you start the class order hall quests at lvl 10 in Chromie Time. However the spell is nowhere to be found in the spell book. Presumably because it’s locked behind Teleport: Moonglade which isn’t unlocked until lvl 22 typically.

Hit 22 and still don’t have dreamwalk. Teleport: Moonglade is unlocked and takes me to Moonglade.
