If you create a nightborne, select the legion timeline. the only quest you’ll get just says make your way back to the broken isles. Your only way back is through the nightborne portal. That will complete your only quest. If you go to Dalaran, the class order hall NPC will not show up. Logging out and back in will not help. You’re just stuck.
Go to the hero board and you should be able to select the Broken Shore intro quest. For some reason Chromie isn’t giving it out when you select Legion timewalking.
This shouldn’t work for a low level, since Broken Shore is an unscaled level 45 zone.
