Choosing Covenant in TWW

I’m on a level 70 boosted character and want to select Venthyr as my covenant instead of the default necrolord for the transmog

How do i do this? Im in oribos and no one is here to talk to in the enclave and the threads of fate guy doesn’t have any dialogue for me.

do I have to go to revendreth?
