Every time I login I get a pop up with an arrow by the professions button : “You can now choose a new Skinning Specialization to unlock” I already reset the UI, removed all addons and restarted the game. This has been happening since War Within released. I am unable to unlock any specializations in the UI panel because I don’t have the required knowledge points.

The “choose specialization” popup is for unlocking a new tab entirely, not for individual parts in an existing tree. It costs zero knowledge points; you only have to hit skill thresholds to get the first, second, third, and fourth tabs (if the profession has a fourth).
This is likely for the Dragonflight section of the profession, ran into that issue a couple times.
Open the window with the profession skills, and under Filter, swap to Dragonflight, then select a specialization.

I thought you were on to something here but I have this issue with mining but didn’t have mining in Dragon Isles. There’s no filter to select, just the current and Classic.
