This isn’t decided by Blizzard, it’s decided by the runners for the Chinese version of the game.
Per the WowHead article:
“It is important to note that the Chinese World of Warcraft realms are managed by NetEase and often times will have differences in the game or shop, when compared to other regions.”

China’s game runners decided this, not the NA teams. It’s annoying. But it’s not scumbagish.
There is absolutely no reason that NA Blizzard can’t do the same. Otherwise this is complete and utter crap that a specific region gets the same rewards as everyone else, PLUS a free $8000 mount.
They can’t even give Horde the motorcycle mount back, lol

Who knows if the NA team even knew about this decision before it occurred. But it would be nice if the NA team did this too, sure. Sucks that it might devalue the mount price.
