I’m having issues with my chat window. I can chat with people but I can’t interact with the window. I’m unable to resize it at all. I can’t shift click or right click on peoples names to invite or ignore or what have you. When Items are linked in chat, I can’t hover over them to get a tooltip or click on them to open a tooltip window. This problem isn’t even consistent across all my characters. It was just happening to my DH but now its happening on my Druid.
I have diabled all addons to see if they were the cause but it persists even without turned on. So I’m at a loss here. I want my chat back!
Disabling add-ons doesn’t prevent them from loading, just from displaying (usually). You can rename their folder to remove their ability to load. You can also use the fstack command to see if anything is on top of your chat window.
Type /fstack in chat, and mouseover the problem area. The name of the add-on will be in a tooltip if one is there.
Use /fstack to turn it back off.

Does seem normal.
Do you have the make interactive setting for the chat window turned off? Click the tab > Make interactive.
You can also try /resetchat.
