I started it yesterday and today , at 6:16a.m., it fell off my quest log along with all the Elder tokens I had collected yesterday. Having quests drop off log and having some not even show up is getting pretty tiresome. I am also hating the account-bound weekly quests that don’t show up because another character did them.

It’s not a bug. If you let the Blessing expire before visiting all the moonwells, you need to start over.
Their is also no account bound weekly quest like you’re thinking. There are three weekly quests on a rotating schedule. Worldsoul, delves, titan fragments. Each stick around and are able to be completed once until that same type of quest rolls around again. Alts that haven’t done any weekly will see 3, alts that have done some/all will see between 1 and 2.
If your character is all caught up, this weeks pinnacle quest is to collect titan fragments.
Thanks for the response but I had already done almost all of the moonwells in Kalimdor. I should have been more specific. I took a break to do the Goblin Heritage quests. When I got the water from this little pool, the quest dropped and so did all my Lunar tokes I had gotten from the Moon quest, along with the tokens from Elders I had grabbed along the way. Finished the Goblin Heritage quests, took long break, and ready to try again. All that time and tokens for the 75 token mount, wasted.
The weekly quest I referred to was the one where you choose which 1 out of 4 you want to do (personally, I like doing the 6 dailies). For some reason my main hunter hardly sees the quest being offered by the give who is sitting in the chair near the stairs in Dornogal.
