Same, unfortunately. Guessing the stuck character self help feature is getting slammed right now.
It took about an hour and it pulled up my characters, I selected, and it said moved successfully. But nope, it wasn’t, and there wasn’t even an actual ticket made in my active or archived. It also still locked me out from doing another for 8 hours.
Going to call it for the night and just hope it works tomorrow.
For anyone who gets the “a streaming error occurred” on only one specific character when trying to log in, when all others work, especially if you noticed you originally got disconnected as soon as landing, probably same issue. Had this in Shadowlands too and self service tool works perfectly, I just hope they get it back working soon. 
*EDIT: I’d try giving it another go now! Seems to be loading fine. Had to make a ticket to maybe get around my lock-out but such is life.
