Is there any mods, addons, third party software (non-bannable offense) that would allow me to play classic / classic hardcore with all the updated character and npc models in the game of current retail?
Nothing official or allowable under blizzards tos that I’m aware of

I know that aesthetics aren’t the most important thing, but I’d be excited for updated graphics in classic, although not sure about the character models. Some people have valid complaints about the new models being goofy looking sometimes.

I’m cool with a toggable switch so people have the option of both.

This is what I’ve been hoping for since it became a trend with “remakes.” Retail certainly has enough updated assets to give Classic a new coat of paint. The only thing is that A LOT of classic gear looks very dated when worn on the updated models, so they’d need to remake thousands of pieces of gear. Everything from weapons to armor. I could see an argument for only updating tier and iconic items, though. Of course you’d only see them with the toggle, but still a lot of work.

yes this is another case of you think you do but you don’t
blizzard would have to invest thousands of hours to make retail graphics look good in vanilla. it’s not gonna happen 
Pretty sure that would only be the case if they were going the route of updating the gear too, which would require a lot of work from scratch (Think Tomkek on YT). I think it would be very doable if it were just player models, enemies, and environment assets… all of which already exist and each expansion adds to the library. Nothing would need to be remade from scratch.
Everything from orcs, ogres, and goblins to demons, elementals, and all manners of beasts have had their models updated. The work would mostly be on the programming side and whatever artists deal with changes to the map. I think the latter would be the most fun for whoever was lucky enough to work on it.
