This happened last build with my character eventually being locked at level 75. It wasn’t immediate last time though. I’ll still start another character, but just thought i’d throw this out there.

According to the blue post pinned at the top of the forum - the testing phase this week in Hallowfall is supposed to start at L75 and is capped at L78.
Last week it was capped at L75.
Though somehow I was capped at L73 and couldn’t earn XP at all after arriving in The ringing Deeps.

To add to this, my level 76 is now also locked
