While playing the game the “Character Info (C)” window opens and closes on its own. Does anyone know how to fix this issue? I have done the following:

Wrong forum, unless the problem is happening in the Armory.
Try going to keybindings>interface panel> Toggle character pane…and changing the C to something else you dont normally use. I did H because I don’t pvp. That solved the issue for me.
I had the same issue, did all that you did plus uninstall my mouse software (Razer), removed my mouse, and tried a new, different brand mouse (Logitech). Still had the issue.
In my case is was a succession of two clicks of more, within-0-2 secs each other, with my left mouse button. It didn’t matter if i was double clicking in an empty space on the screen, target swapping, etc.
I did note if you slowly clicked like 3 sec aprat the window wouldnt pop. I played around with the windows mouse double click setting but that didn’t help the issue any.

Check and see if you Have Trio Office installed, if so, try removing it fist. I noticed it was trying to put a popup window when i left clicked in notepad. I removed Trio, set the keybinc back to C, and all is well.
