I know some races are getting/have markings, etc., but it might not be a bad idea to add some tattoos, or large scars, as a “shirt” slot if they won’t be included in character customization.
ie. Humans, (regular) Orcs, etc., don’t have any tattoo customization.
Having them be unlockable via collectable “shirts” to transmog beneath armor would be a nice, especially for those Hunters, Monks, and Warriors that like to transmog their shirt away.

There’s one such item that I’m aware of in the game at the moment, the Dragonrider’s Harness which drops from island expeditions:

It’s a mail chest piece, and since it’s armor it can’t be placed as a layer under other clothing, but it does look cool and effectively is a tattoo transmog for hunters and shamans. On female characters it shows as having a bit of clothing to cover the breasts, but on male characters it shows as bare-chested tattoos.
I’m all for the idea of using shirt slots for tattoos or large scars as either a supplement or alternative for tattoos available as character customization. That could be particularly useful for tattoo styles that are generic enough to be used across multiple races, or to add styles and colors to the game in the future without having to update the customization menus. Now that we can hide chest armor pieces through transmog, interesting shirt and body customization options can get a lot more use since they’re more likely to be seen.
Now that’s a smart idea! I’d love them as rep rewards or zone quest completion rewards. Like completing a zone rewards themed tattoos of that zone. Would add lots of flavor and bit more cosmetic incentive other than achievement points.
I’d prefer them to just add tattoos as a customization option in the first place.
They’d have to go through the effort of making them anyway, why lock them behind crap when everything else is just getting added to creation?
