Character 120 boost Heart of Azeroth ilvl problem

The HoA item level in my boosted character seems to have a big problem.
When you boost the heart starts at iLvl 380 / level 50, which seems completly off pace of all the HoA of my other characters, for when I reach level 50 with them, the HoA was about iLvl 410 or so.

I thought this would fix itself as I progressed trough the HoA and War Campaign quests, but I was wrong.

Can someone provide detailed feedback on this mechanic please? As I approach iLvl 400 on this character, more and more I feel like re-rolling him because of this.
