You heard right. 30% critical strike affects the base damage of Chaos Bolt by +30%.

You can just ignore it so you don’t get confused about it.
It just makes crit equally as useful for chaos bolt as every other spell despite chaos bolt always critting.
Incinerate: 30k damage, with 25% crit then 37.5k incinerates on average.
Chaos bolt: 80k (crits), with 25% crit then 100k chaos bolts on average.
