If I drop a profession to replace it with a different one, do I lose all the skill points and blue prints for it if I ever want to pick it back up again?
My understanding is that you loose everything from before Legion. The Legion and BFA professions can be picked up again at some later time.
But there are other threads where this has been discussed. Just google for them "relearning WOW professions".

Well damn that sucks. I was thinking of swapping out my old skills for herbalism/alechemy, since those seem to be the only way to make a profit in this expansion, but I don't want to lose everything I've built up over the years. Up to now I've only been a miner/engineer.
When you drop the profession, you forget everything and have to re-learn it from scratch.
In Legion, a lot of quests were taught via non-repeatable quests. So for the Legion professions, you can spend 1,000 gold on a tome to relearn those patterns and ranks you learned via quests, but ONLY those quest rewards. Any drops or vendor taught ranks will still need to be re-acquired. Tomes are also available in BfA for the gathering professions and ranks.
With the new tiered profession system though, you only need to re-learn the Kul'Tiran profession tier if end-game crafting is all you care about, you do not need to re-level everything else unless you are interested in crafting something from an earlier tier.
