After you change engineering from Gnome to Goblin by using the Book “Soothsaying for Dummies”, there are no quests to allow you start “Goblin Engineering” questline to receive “Membership Card Renewal”. Funny enough, I still get the repeatable quest to renew Gnome engineering membership card in Booty Bay after switching to Goblin Engineering.
If you need to access the Goblin Engineering schemata, go to Nixx Sprocketspring in Gadgetzan. You don’t need the membership card.
The problem for me is the quest doesn’t show up on Nixx. Also you need the membership renewal card quest for Pet Bombling recipe.

Currently in the same situation. Not sure if I want to test the membership renewal from the Gnome engineer in Booty Bay. Really wanting the Pet Bombling recipe as well. Please let me know if you find out more.
I have gone everywhere (ratchet, booty bay, gadgetzan) to find if something triggers Nixx’s quest to show up. To no avail, there isn’t anything that makes the bug appear. I made a ticket and even the GM implied I should make a bug report.
To those who don’t care about the Membership Card Renewal, you can still change from Gnomish to Goblin Engineering and craft Goblin gadgets.

I did some digging for posts and came to the conclusion that once you pick a certain specialization ( either gnome or goblin ), you cannot start the quest for either side to receive the other specializations membership card.
To sum it up, you can -only- ever get Lil Smoky, OR Pet Bombling.
So if you wanted pet bombling, and be a goblin engineer for sapper chargers and stuff, you need to do - Goblin first - Gnome for the trinkets - back to goblin.
It’s tough but that’s how vanilla was. They later on in 2009 let engineers get both pets from schematic drops in gnomeregan, which further supports the posts made back in 2005 about being stuck with one specialization, regardless of restarting engineering and using the book.
Hopefully this makes it to you or you have figured this out.
I can confirm this as well. I did goblin engineering until I got the Pet Bombling, then dropped engineering, raised to 200 or so and used the book to change my specialization.
I’m not able to do the renew with the gnomish guy in Booty Bay, but can still do the goblin renewal in Tanaris. I now have the Pet Bombling recipe learned as a Gnomish engineer lol.
Although you don’t need a membership card to learn Goblin schematics, you cannot get the Pet Bombling without it. Sadly, once you have earned one membership card (Gnome/Goblin) although you can switch specialties, you cannot get the membership card/gifts even after switching to the other.
