If I were to change faction as pandaren, would I stay a pandaren? Or would I have the option to pick which race I would like to be? and on top of that, if you can choose which race you’d like to be, can it be an allied race?
The services build on each other. A faction change also gives you a race, appearance and name change included with it. So you can pick anything that has your class, allied races too if you unlocked them.
