I have the quest from Miev, i go to my orderhall and i cannot advance the quest at all! Im supposed to talk to lady landerin... she is there but has no quest to accept ive been stuck for weeks!!
I have the first 6 parts of breaching the tomb achievement done.
I am having the same issue with the Champions of the Legionfall quest. I received the quest "Champions of the Legionfall" from Malev Shadowsong to return to my order hall and recruit a new champion. There is no one to turn that quest in to in order to start the chain to recruit Princess Tess Greymane.
I've tried a ticket and was basically told to look online and there was no bug. I've enabled Trivial Quests on my map to see if there were any quests I abandoned to return to. I've completed my class hall campaign.
I've completed this quest on my paladin and have no clue why its not working on this rogue. PLEASE HELP!

You don't turn in champions of legionfall in your class hall; you turn it in to Maeve again once you've done the champion chain. Look for "The Pirate's Bay" from Lord Ravenholdt. If he has nothing for you you may have already started it. The second comment under https://www.wowhead.com/quest=45833/the-pirates-bay#comments has a list of the quest sequence if you need to see if you're on a later step.
A lot of the time the quest for the Legionfall champion is given by the same order hall person who gives you your extra artifact quests, and your brain has gotten used to ignoring his quest marker because it knows it is just for the third artifact and you don't care about it - but that can make you miss when he has a new extra quest like for this.

I am working on Breaching the tomb. I am up to champions of legionfall but maev stormsong has no quest for me. Checked order hall nothing for pirates bay or anything like that. Ive already asked Blizzard for help several times and their answer is they aren’t allowed to help in instances like this. Obviously there is a break in the breadcrumb quest line, they refuse to be of any help. Any ideas from you guys since Im about ready to give up after hours of searching. Btw, this isn’t the toon im having this problem. Its on an assassination rogue.
This is my personal assessment; you keep giving them money and waiting for the repairs of the servers and since the quest is so long who cares but you and me and when you attempt to get rep points for anything unless you want to keep paying to play you won’t make great strides cause its about collecting money from you and once you think you got it figured out they change the points to get the rep. at least that is what I have seen.
I had something like 500 points to reach exalted in the Storm Wake and for over like 4 days I had no rep quest or even world quest for the rep and soon as I saw I could make it I ran out of time to play and had to buy more time and then the Storm Wake came up in quest and on the ship to get more rep; again give your money
After this year is out I will not play World of Warcraft and delete my account cause after ten yrs I figured it out you can play and get rep and complete dungeons and raids and once they see you getting near completion they put up barriers to stop you from finishing that one thing you need and want just like changing guilds and everything in the game. Its cool I have had a GREAT time playing. But not anymore its about money now.
