I have submitted a suggestion to make Celestial Guardian more competitive:
“Bear Form reduces magic damage taken from spells by 5% and you may now cast Moonfire while in Bear Form. In addition, you may now use Frenzied Regeneration, and Incapacitating Roar if known, in Moonkin Form.”

I feel the issue is that the bear defensive feels bad because you can’t do any meaningful damage with it. I like the idea of the Frenzied usable on Moonkin, but this would make the talent feel like it was taken just for that aspect, not the bear.
The “fix” for me (which could be alongside that one) would be giving more dps tools with Bear, like allowing Starsurge/Starfall to be used with bear form (consuming astral power from the moonkin form).
That’s a great idea! Perhaps damage taken could accumulate onto the next application of Moonfire, or indeed maybe you’d be able to spend Astral Power in Bear Form, or some other interaction (such as triggering Owlkin Adept procs)
