I wore The Earthen Ring Tabards and went random Cata’s Dungeons. I got no Rep Gain and I did tried other Cata’s Tabards then still no Rep Gain. So… is it bugged?
Which dungeons did you do? In Cata the only dungeons that give tabard rep are ones originally intended for max level (at the time) play. Which means Lost City, Halls of Origin, Grim Batol, or any of them on Heroic. If that wasn’t what you did, it isn’t a bug.
Only work in Heroic?
I used Random Cata’s Dungeons and It didn’t give Rep Gain. Don’t like going back to do solo run on Heroic. Also que times is Ghost for Cata’s Dungeons and mostly went MoP’s Dungeons.
Cata’s tabards have always only worked on Heroic difficulty - when you’re at-level doing Random Cataclysm Dungeons, you’re getting popped into Normals that won’t grant reputation.
As usual, WowHead has a guide for that.
This guide includes a table (towards the bottom) which tabulates how much rep each instance can yield full-clear. For most, that number is zero for normal mode.

It doesn’t only work on Heroic.
It also works in the level 85 dungeons on Normal: Grim Batol, Lost City, and Halls of Origination.
