Is converting conquest pieces not meant to unlock the actual tier appearance? Wowhead reports that anything in the 252-262 range should assume the Normal mode tier appearance, but I have converted pieces on 2 characters and found that untrue.
Not everything on the web is true… like the drop % is also not true on wowhead for some items

OP is referring to what appearance the created Tier piece will take (Normal/Heroic/Mythic) versus what ilvl you used to create it.

No. Conquest main pieces put into the catalyst will not give you raid tier appearance. They will give you the appearance of the pvp class specific set, which are bronze and also unlocked automatically after reaching rating thresholds
Duelist conquest should convert into the white/black elite class specific tier appearance
