They used to get specific PVP pieces from the vendor with tier bonuses and you can convert your PVP gear to tier and it retains the PVP scaling component. So, yes. They do.
Lacquers, they make the respective tier pieces into 678 pvp ilvl gear, so even your LFR tier piece has the exact same power in PvP as a catalyzed piece of conquest gear.

PvP has two methods to get PvP scaling tier items. The first is to buy conquest or war mode gear, then use the catalyst. The other is to use the two new items sold by Lalandi, which make your 875 or 700 slot tier bonus items scale up to 678 item level. This means that any tier piece at all which you use them on, be it from LFR or Mythic, will be a max level piece for the entire season in PvP.
You can buy your Tier PVP gear from the vendor, but if you want the 4-piece set bonus, you have to use 4 catalyst charges on it, which does not unlock PVE transmogs.
This is what I am working to contest. If you have a tier for that slot, you should just get the catalyst unlocked for that slot for the entire season.
I enjoy PVP but if they make me choose between PVE and PVP then it’s not even a contest.
