This has to do with the Dragonflight starting quests. While the expansion was current, going up to Cataloger Wulferd in Trade District triggered a humorous scene. This doesn’t happen now at the Harbor. The main problem with this is the pandaren who appears to be sleeping there never gets up, which I imagine will be confusing for new players.
Plus, it was a funny scene!
