No. They didn’t have the dev resources to code it, so it got scraped along with much else.
Wait has this been confirmed becauae a lack of resources?
everything is cause of lack of manpower,not resources.
Sod and classic have the same devs so they prio sod atm.
nothing new has happened in SoD in over 3 weeks, I dont think anything will be done in SoD for another 10 weeks - just an idle waste of space until next phase 
they are developing p4 since november thats their priority.new raids,scaling old raids,new runes,internal testing on all of those yada yada.cata is just a sidework.
