It doesn’t. The average classic wow player is completely horrible at the game. Just because its easy to be 7/7H doesn’t mean that the average player can do it, because the average player can’t even do their rotation, let alone do it while also dodging flame waves and hitting meteors.
7/7H is easier than the grind im about to have to do to get pieces i’m missing from this tier. I can have it both ways, because multiple things can be true at once. Dungeons are annoying/more difficult than heroic raids because of who you’re grouped with.
