It doesn’t. The average classic wow player is completely horrible at the game. Just because its easy to be 7/7H doesn’t mean that the average player can do it, because the average player can’t even do their rotation, let alone do it while also dodging flame waves and hitting meteors.
7/7H is easier than the grind im about to have to do to get pieces i’m missing from this tier. I can have it both ways, because multiple things can be true at once. Dungeons are annoying/more difficult than heroic raids because of who you’re grouped with.

JJ should always be active. If someone doesn’t like it, they can turn it off.
They use it to incentivize players to come back and play. If it’s always on, then player’s won’t care.
