Cata Timewalking vendor missing items for Level <30 characters

The same issue was seen during TBC and WotLK Timewalking events this 11.0.X patch:

Cupri, the TBC Timewalking vendor in Shattrath City is missing items. I am on a level 20 character, and am only able to purchase the new transmogs, transmog ensembles, mount, and pet added in 11.0.5. I do not see the items Cupri used to sell in prior patches, like rep tokens, badge gear, and toys. This may have something to do with the level requirement for Timewalking being reduced from level 30 to 10. WOTLK TW Vendor: Levels 30+ only

Level-appropriate gear is not available for players to purchase under level 30 (blocked by vendor from buying).

Characters under level 30 are only able to buy items from patch 11.0.7 from Kiatke, the Cata Timewalking vendor. All the Cata TW rewards from previous patches (recipes, blue gear, rep tokens) are unable to be purchased. These items need their level restrictions lowered. The TBC, WotlK, MoP, WoD, and Legion vendors need to be fixed too, or else we will likely see the same problem once those TW events come.

Xia on pandaria has similar issue. Level 33 alt only seeing 5 pages and not 6 which others at higher level can see.

Update: Once I had the quest to hand in the coin to her all was OK and she had 8 pages. Until then I had been running TWs and HAD received the goodie bag for doing 5 but apparently there is also a need to complete the separate quest which I didn’t receive initially…
