Atleast in 25 man raids it does, not sure about smaller activities. I have confirmed this with other raid members. Tossing a Power Word: Barrier sends me back in time to my 2011 computer.

Have you tried enabling Direct X12 and playing with some settings?

can also confirm this - 25man ONLY>happens with all addons/weakauras disabled and i have basically a brand new PC with a GTX4090
some other settings i’ve tried with no luck
- swapping to directx11
- disabling triple buffering
- making sure my gfx card was selected
- changing max foreground/background fps
- deleting cache folder
- profiling weakauras
- disabled tracking of barrier in details
- changing details update interval
- removing damage meter addons entirely
- driver updates
Im out of ideas - if anyone has any other options would love to give it a try

I also experience the same issue. Played with settings, removed WA and everything, low background process count. I drop down to like 20fps from 160ish when barrier+AMZ is popped.
can we not get a fix for this from blizzard? everyone has known about this issue and noone does anything to resolve it
Still broken. Think of the frames! Would be really nice if necessary abilities didn’t FPS tank the whole raid
My guild leader and quite a few raiders have also made comments during raid that this is happening. We are a 25 man guild.
