(Cata Classic) Flying mounts stuck at 280%

Flying mounts are only showing as 280%, despite having two 310% mounts. Other people in my guild have all their mounts showing as 310%, even on alts.

Glory of the Raider Mount Achievements are not rewarding 310% mount speed to any/all characters on the account

My Main (Nomaidens-Faerlina) on my primary account earned Glory of the Ulduar Raider (25 Player) on 3/02/23. This achievement rewarded the 310% speed mount: Ironbound Proto-Drake. This date is well before the release of the Cataclysm pre-patch.
