As a druid main from vanilla through SL, I can say that (IMO) instant flight makes just as much sense for Dracthyr as it does Druids, and I’d be fine with another class/race having the abilty as long as it made sense. That has been my position for as long as flight form has been a thing.
It’s not stepping on druids’ toes to let the race with wings use them with falling. If they were to introduce an aquatic race (crossing my fingers for Naga), it wouldn’t be stepping on druids’ toes to give that race an instant–cast (or passive) faster swim speed and water-breathing.
Let druids continue to enjoy their instant-cast flight, and let the race with wings have it as well. If turning into a bird mid-air doesn’t require gliding to the ground to lift off again, then having wings naturally shouldn’t require it either.
Heck, I’m not too vesred in DH lore, but if their wings don’t take a bunch of energy/concentration to manifest, let them have it too.

If anything it’d take more effort and focus to shapeshift midair and all that.
