Update went to the PVP dummies and it starts working.
Frozen Orb casts in whatever direction you are facing unless you have a specific PvP talent active.
The macro fails in PvE because the @cursor part doesn’t work.
Once you go to the PvP dummy the PvP talent becomes active and the @cursor part works.
