I can imagine they would run into some legal issues since gold has a monetary value and can easily be converted to and from actual currency

Gambling would turn the game R+18 in Europe and I doubt it’s allowed in China.
They’ve been kiddy-proofing the game for a while now, this would NOT be a thing they’d do.
Heck, even in the US online gambling regulations vary from state by state. It would be very difficult for Blizzard to manage.
