Yes, they stack.
Riding skill enchant: +2% mount speed, Mithril spurs: +4% mount speed and Carrot on a stick: +3% mount speed. Total of +9% mount speed!

yes you’re supposed to stack them
people whined about this in the expansions and they replaced all this stuff with the riding crop 
And then turned around and made the riding crop nigh-useless at the first opportunity.
Just like blizzard… Cant have fun allowed
