Quest for “New Home, New Candle!” asks to meet Janky in the Cinderwold and taking Pillarstone elevator to surface. Cannot click on the elevator to get it to start working.

I had this same problem. I think it has something to do with Warband quest sharing. I noticed that I was playing an alt for the quests in this area. I swapped over to the character that I had actually completed the campaign quests with and I was able to click the lever, and then I was able to switch back to the alt and have it working correctly.
