Can't use mount in BGs when scaled down

When I’m scaled down in a lower level BG I can’t seem to use my mount skill.

Eg. I’m at level 25 and scaled down to the 10-19 bracket and get the 'Requires apprentice riding skill ’ when I try and mount.
