Dunno if it changed, but there is actually a regular mount version of the dragonriding customization you get in the game files that flies normally outside of DF zones and can be used in BGs/Arena.
Dunno if the plan is still to give both the mount and the customization, but I assume so.

Yeah, there was some interview where they said it’d be a drake customization option as well as standard mount.
I wish they’d actually let you customize it, it’s a full preset of the highland drake. I wonder if the other dragonriding template drakes will be the future glad mounts
