I have been losing my sanity trying to unlock this allied race. Every single answer I’ve tried to find hasn’t really amounted to anything, and I think I might be bugged?
The requirements for unlocking Kul’Tirans follow as:
-Ready For War
-A Nation United
-Tides of Vengeance
However, no matter what I do I cannot get the first quest for tides of vengeance to pop.
I already have Ready For War completed, (achievement and all).
I already have A Nation United done.
I have no available War Campaign quests appearing.
There is no dialog option for Master Mathias Shaw, in order to pickup the first quest for Tides of Vengeance, which is The Calm Before.
I have all heart of azeroth related quests finished, because some people on WoWhead mentioned that you have to have it.
I even did the first introduction to Nazjatar and still, I have no quest pop.
What gives? This is driving me crazy.
Did you do Ready for War on the character you are trying to do Tides of Vengeance on? Just having the achievement from another character doesn’t work. (Although that wouldn’t explain not having any War Campaign quests available.)
Most of the War Campaign quests will start from Halford Wyrmbane, so if you haven’t checked him, that’s the next thing to try.)
Beyohd that, there are two scenarios that seem most likely to me:

The character was faction transferred, and something went sideways. You may need to put in a ticket and make sure you mention the faction change.

You’ve got partial progress on some part of the War Campaign. Check your quest log for any War Campaign quests and then check the Zandalar zones using the world map and look for big “!” which will mark an important quest you can pick up. (Make sure if the character is over 50 to turn on trivial quest tracking so they show up.)

I did this on a couple of toons, had the same problem. Asked a GM. They said it works best if you unlock it all across the same toon. Like as in 100% of everything done across one single toon.
