I have both The Pride of Kul Tiras and A Nation Divided achievements, but it did not unlock the Allied Race: Kul Tirans achievement.
You need to visit the Stormwind embassy to pickup the recruitment quest for Kul Tirans.
This is a valid, current, issue. Obtained all the achievements. Clicking on the Kul Tiran banner in the Stormwind Embassy shows (links to) the achievements which are completed, shows green checkmarks. Am exalted with Pridemoore Admiralty. Still unable to make a Kul Tiran character. Have all other races complete. Opened ticket with blizzard but it says up to 5 days wait time for a response. A little silly in my opinion.

Did you do the achievements with the same character? if not the banner will say its done but its not. blizzard insists you have to do all achievement requirements using the same character, this is what happened to me, I still have no kultiran
I’m having the same issue. Completed all the requirements (using my main character), the banner in the embassy shows everything is unlocked, but no quest giver is available to unlock Kul Tirans. This is highly frustrating!
