Quest: Rise of the Brotherhood
Jes-Tereth is not at the Stormwind Keep.
I can’t turn in the quest and get the reward, the XP nor the Gold.

To get to the proper phase, complete some of the storylines you had. You can search on Wowhead to determine where you dropped a quest that might have affected your phasing by not completing the entire chain.
2 years later, still bugged. I have done all the quests up until this point. Cannot turn in for reward. Please fix this.

Via WoWHead : “Grand-admiral-jes-tereth in Stormwind will be phased out in the event that you’ve started the Battle for Azeroth quest chain, Tides of War and prevent you from turning in Rise of the Brotherhood.”

I haven’t started Tides of War but I still can’t turn in Rise of the Brotherhood. I have 19 toons and this has never happened before. If it matters, Harrison Jones isn’t in the library, either. Apart from a few guards, the entire palace seems empty.

This is bugged. New players are going to be turned off by this. Seems like an easy fix. I will keep the quest open. Maybe it will get fixed someday. Weird having a city with no king

RESOLVED Start the BFA quest chain with Anduin and meet Jaina at the docks as directed. You can skip the startup sequence if you have done it on another char. From there, you take a quick tour of the Boralus Harbor. Continue taking quests as they appear (2 min of talking NPCs) and complete the chain with the Sanctum of the Sages quest where the ports to all major cities are created and you can port back to SW from there to complete Rise of the Brotherhood.

Update for anyone who comes looking:
This isn’t a fix. I have tried everything on the forums and online to try and fix this. No luck.
Submitted a ticket about it and got a chat gpt response about troubleshooting issues with my battle.net client.
Save yourself the time.
I have also tried all of the suggestions on the forums and Wowhead. Started the BFA quest chain, got the portals. For me though, I started this quest when TWW came out so I had to talk to Chromie to time-walk back to BFA. I think this quest is even more messed up with TWW. I even found Jes-Tereth in Boralas, she wouldn’t give me the time of day
