Hi, I boosted this character to 120 and have been doing the questline that includes Draining the Heartsbane. Unfortunately, the NPC i’m supposed to turn the quest into is not there, or anywhere for that matter. I’m guessing it has something to do with not technically completing the zone’s main questline or something to that effect?
