Can't turn in Artillerist Arsonist

Sitting at the quest hand-in, at the end of the quest with a few others not able to hand in. I’ve tried getting rid of it, and doing it again, to no avail. =(

was having this same problem - if you don’t pick up Crushing the Crusade from Lilian by the gate, Tess won’t let you turn in the quest to her in the cathedral. once you do both quests you can turn them in
