In Stormwind. It won’t trigger and the portal to Oribos in the mage tower is uninteractable. So, basically how do I start the quest or get to Oribos from Stormwind? Since on all my other characters the quest just automatically comes up and I’m good to go.

One possible work around is to find a lower level character that has not done the intro quests and party synch with them. That may allow the quest to appear for you. Your level may be interfering with the quest which is supposed to spawn at 48. You may also have quests active that are causing an issue.

logging out and back in worked for me. but i went and then left and came back at level 60 so i could skip the long unscaled-exp questlines.
Maybe at the hero board?
Not sure have yet to try leveling outside of SL
Shadowlands is part of Chromie Time now. Go talk to Chromie.

Yeah, I have the same problem. I’ve got character that I leveled to 60 this week, and is now stuck in Legion Chromie Time with no access to the Shadowlands intro quest.

Stormwind was in the wrong phase or something. Had to speak to Archivist Elysiana in the Violet Citadel. Choose the option to re-live past events. Go to old Dalaran. Take the portal from old Dalaran to Stormwind. Go to Stormwind keep. Take portal to Dalaran over Karazhan and back to Stormwind. Do, Legion starting quest. Then it resolved itself after that.

Better question is why would you want to start shadowlands questing
