The person at the bottom of the stairs at Krasus’ Landing isn’t there for me to pick up the quest to speak to Kayn Sunfurry. Pretty sure I token boosted this toon at some point during SL if that makes a difference?

If it’s the character you’re posting on, it looks like you’ve done the first couple of quests for the campaign. The last quest showing completed was Making Arrangements from the Twinblades aquisision quest, which means the next thing you need is By Any Means.
Hmm. That’s weird then, the island to the class hall doesn’t seem to have a portal.
I don’t think you’re far enough in for the portal to be active. The Demon Hunter campaign starts right off with making you obtain a weapon without any real lead up. So, once you’ve picked up the weapon you started, the quests to actually get to the class hall should open up.
