With the new layout, all of the races are on the main screen. The non-allied races are in the rows at the edge of the screen, and the allied races are in the inner row. (And will be greyed out if not unlocked.)
Are you seeing any of the allied races? If not, have you completely exited the game and then restarted it?
Edit: Did some more digging, and it looks like there is a bug affecting some people. According to this help page a fix should go out with the next maintenance. (Which you would think would be included in the patch this morning, but maybe tommorows? I’ve seen at least one other post still having a problem with it today.
