Can't see new Wrathion/Heart of Az Quest

I can’t see the new quest in Boralus harbor that starts the new Heart of Azeroth quest that takes us to Wrathion. Is it locked behind neck level?

Not neck level. Za’qul and Azshara kills (i.e., completion of Circle of Stars).

New Wrathion Quest requirments

You need to finish the War Campaign and have complete the Circle of Stars quest (this requires you to defeat Za’qul and Azshara) to access this.

Armory says you’re short the Azshara kill.
