Can't recraft profression tool to rank 5

I’ve seen this with multiple professions but I’ll use Inscription as an example. I have a Rank 3 Silver Tongue’s Quill (the rare tool for Inscription) that I made some time ago. I wasn’t able to make a Rank 5 at the time, but figured I could recraft it later.

Well, later is here and I’m ready to recraft, but there’s no way I can reach Rank 5 without an Artisan’s Consortium Seal of Approval, which is the finishing reagent that adds 40 skill. I have none of those, and there’s no way to just “go get” one at will.

Here’s the weird thing… I could easily craft a new Silver Tongue’s Quill from scratch at Rank 5, but that would mean using another 300 Artisan’s Acuity rather than 20 for the recraft.

Bottom line: If I were to make a new tool, my total skill is 575. But to recraft an existing tool, my skill is 430. This makes no sense at all. Why is it this way and how do I get more skill for a recraft without waiting for a patron order that just happens to award a random item?

Recrafting “remembers” the old mats you used and adjusts the skill down based on that. So you can increase the skill by recrafting multiple times with better mats than you originally used

So if you recraft with all r3 mats, it won’t hit r5, but the next time you do a recraft you might be able to as you will have more skill next time.

All of this is assuming you are fully spec’ed into crafting the tools. You still might be shy otherwise.

It happens when you use less than stellar mats in the initial craft. I usually talk to my customer when this happen and offer to bring the recraft to R4, then a no cost recraft to bring it to r5. With good mats that is. You are not alone.

Wow, I had no idea! What a strange concept… but thanks!
