Can't reach Anduin when cancel the pre-quest for : "from mouths of madness"

Anduin is up on that tower, there is no way going up besides Jianna’s teleport.

For anyone having issues: It turns out that this is not a bug but it is super unclear on what you are supposed to do after you’ve cancelled the quest in order to get back up the tower to re-accept.

Watch this video from 22:25 to 23:00. It should solve your problem. (there’s a portal that you can step on to port you to the top of the tower)
