Can't purchase additional ensemble sets in Valdrakken

I finished the quest line and got the rep to obtain my first ensemble. The vendor shows four additional ensembles that I’d like to get. I have the required items for exchange and the items are fully colored indicating they are available to me. However when I attempt to purchase them, I am told I do not have the required items.

Just found out the gems must be 2 star level and I was trying to use 3 star
