I’m level 117 and have asked Archmage Timear in Dalaran who isn’t giving the quest to do 5 dungeons. Nor does the NPC in Boralus give the quest. Where can I pick up the quest to start Timewalking to do the five dungeons?
For alliance 111+, go to Boralas and talk to the turtle standing next to the mailbox. He’s near the main inn.
You should be able to hit Shift+J and see if in the adventure guide.
edit: Keres is right, I forgot the quest is 120 only.

To my knowledge, you must be 120 in order to pick up the quest for weekend events, although it is possible to queue for Timewalking dungeons without the quests.

You have to be level 120 to get the BFA Timewalking quest for 5 dungeons. The reward is a piece of 415 gear.
You can do Timewalking level 111 or above but it appears just for whatever items and badges you get from the dungeon itself.
